If you live close to a beach (ocean, lake, river), by all means, go! If not throw a beach party anyway. Put on swimwear, play surfer music, spread out a beach blanket, eat sandwiches, throw beach balls back and forth and get wet. If you are outside, squirt each other with soaker guns.
If your party is indoors, cover anything that shouldn't get wet and use tiny squirt guns from the dollar store.
